On December 27, 2019, the Cabinet of Ministers of Ukraine adopted Resolution No. 1149, which amended the Rules for the provision of postal services.
These Rules have been supplemented by paragraphs 99-1 and 99-2 as follows:
Letters of recommendation, sent to the individual, are sent to the addressee personally during delivery to the addressee and, in the absence, to any adult member of his or her family residing with him.
In the absence of the addressee (any of the adult members of his family) at the address indicated on the registered letter, the postal worker informs the recipient by the available telephone number and / or encloses in the subscriber’s mailbox a notification of the receipt of a registered letter marked “Judicial notice”.
If, within three working days of being informed, the addressee did not show up after receiving the registered letter with the letter “Judicial summons”, the postal worker shall make a mark “addressee missing at the specified address”, which shall be certified with a stamp stamping of the calendar stamp and no later than returns him to court within the next business day.
Recommended postal items marked “Judicial Notice” addressed to legal entities are delivered to the representative of the legal entity authorized to receive mail during delivery at the specified address.
In the absence of the addressee at the address indicated on the registered letter, the postal worker shall mark “the addressee is absent at the specified address”, which shall be certified with a stamp and shall return it to the court within the next working day. ”
